Who Needs State License
State License applies to food businesses that fall above Basic Registration but below Central License thresholds for their specific Kind of Business (KoB), unless the activity itself requires Central License.
Common FoSCoS examples
- Restaurant turnover above ₹12 lakh and up to ₹20 crore -> State License; above ₹20 crore -> Central License.
- Many food service/trading categories above Basic Registration threshold but within State thresholds -> State License.
- Manufacturing/processing depends on installed capacity/product type, not turnover alone.
- If operating in more than one State/UT, the head office can require Central License and each unit requires the appropriate State/Central licence/registration.
