Who Needs Central License
FSSAI licensing is based on Kind of Business (KoB), turnover/capacity/activity and location. Central License is required for specified larger/high-risk/national categories.
Common examples from FoSCoS eligibility
- Restaurants with turnover above ₹20 crore per annum.
- Caterers with turnover above ₹20 crore.
- Five-star and above hotels.
- Importers.
- Certain merchant exporters / central-government establishments / airports/seaports/railways and specified categories.
- Head office of an FBO having units/premises in more than one State/UT (with separate licences/registrations for units as applicable).
- Manufacturing/processing units crossing the central-license capacity thresholds for their KoB.

- electricity bill or other accepted premise proof.
